Best One Piece Cards

The best One Piece cards are the ones that are legal to play and fit the Leader you are building around, so check the banned list first and then look at the cards Bandai headlines in each set. Bandai publishes no ranking of its cards, and this guide does not use tournament results or sales either.

Every pick below comes from Bandai's own product pages and its Banned/Restricted Card notice, read on 2 November 2026. For the rules behind the cards, see how to play One Piece Card Game.

Check the banned list first

You may put up to 4 copies of a card number in a deck, but Bandai bans some cards in official and sanctioned tournaments. The list below took effect on 12 October 2026. Bandai says it can remove cards in later revisions, and that it normally announces changes after Championship Season 1 in Japan and after the World Championship.

The notice says parallel (Alt-Art) copies of OP14-020 Dracule Mihawk are banned as well. Bandai names win rate, major tournament results, usage rate and whether a card limits other Leaders as the things it weighs.

What Alt-Art and Super Alt-Art mean

Bandai defines these on its set pages. If you are looking for the best One Piece cards to collect, these terms matter because they describe the artwork and not how a card plays.

The best cards for a new player

For a first deck the best card is your Leader, because it sets your colours and your plan. Choose the Leader first, then keep to cards of its colours, then check each card number against the banned list, and only then think about artwork. Bandai's Recommended Decks page lists decks by Leader with a line on how each plays, and the best One Piece starter decks guide shows how the starter products line up. Questions

What is the best One Piece card?

Bandai names none. It describes the OP-13 Gol.D.Roger Leader as having the highest attack power in the game, but a Leader only helps the deck built around it.

What is the best One Piece card set?

That depends on what you want. OP-17 is the latest main set, and PRB-02 is the one Bandai says guarantees a Super Rare or better in every pack.

Can I still use banned cards?

The list applies to official and sanctioned tournaments. Bandai's beginners page encourages house rules for games at home.

Do banned cards stay banned?

Not always. Bandai says it can remove cards when the game changes, so check the notice again before an event.
